I'm all for this, collecting copyright fees, but is it being applied to all manufacturers and distributors or just Apple? 

As far as I can tell, it's just Apple.

What about Samsung, Google, Amazon, htc, MS, etc?

What are they paying, if anything at all?

Apple shouldn't bear the onus of others royalty avoidance, which is what I think is happening here.
