The completion of Apple Campus 2 & 3 is a metaphor for rebuilding the company's stock price:
They're both still a work in progress.
Everything is covered with a thick layer of dust at this point
There is no way they will move in before 2017 and it will probably be very late 2017 - early 2018 for completion, at best.
Something has slowed progress over the summer, probably Apple Campus 3 construction.
