In my opinion, this is all about the adjustment of the US Dollar, and the fact that the EU is no longer making out like bandits the way they were during the Bush Administration, because essentially nothing else has changed.
It's called "Protectionism."
To avoid protectionism, US companies establish home based companies in each country they sell their products in. Korea, Japan, Germany, etc. all do the same thing.
American Tech companies are just better at innovation, and are usually ripped-off by foreign competitors, especially by Korea, China and Japan.
Europe turns to taxes, as they have since The Boston Tea Party in 1773.
Maybe we need a new revolution.
