Tesla'a core engineering is comprised mostly of ex-Apple engineers, some of whom have returned to Apple to work on the Apple Car project.

So, why couldn't or didn't Lattner join Apple's autonomous efforts, which is the one or main area they are still pursuing?

I have a feeling Tesla people who used to work at Apple wanted Lattner to work with them at Tesla.
