It looks like this location below may be opposite of where they're working on the exterior glass curtain wall installation on the outer portion of the ring (bottom).
They have chosen this section, to the west of the cafeteria, to start enclosing the ring with glass walls both inside and outside the ring.
The official Cupertino update photo (below) is usually 2+ weeks behind actual construction progress, which is definitely the case here:
